Position Overview
SHINE Management is searching for a Recruitment Manager. The Recruitment Manager is a senior, hands-on leadership role responsible for owning, managing, and personal production across both commercial and government contracting (GovCon) portfolios. This position carries end-to-end managerial responsibility for recruiting strategy, operations, compliance, performance, and outcomes, while also personally executing full-cycle recruiting.
This is not a coordinator or oversight-only role. The Recruitment Manager serves as the functional owner of recruiting, setting standards, managing workflows, ensuring compliance, and delivering hires directly. The role requires strong leadership judgment, operational discipline, and the ability to independently manage competing priorities in regulated and fast-paced environments.

This position is best suited for a true recruiting leader who is comfortable owning strategy, process, compliance, and results — while also rolling up their sleeves to deliver hires personally. Success in this role is measured by quality of hires, compliance, stakeholder trust, and recruiting outcomes, not headcount managed. Home office is based in Charlottesville, VA but duties can be performed remotely.
